The United Nations Universal Declaration of Human Rights article 15 states that everyone has the right to a nationality and that no one should be arbitrarily deprived of a nationality or denied the right to change nationality and the right to our indigenous Culture, Religion, as an active member of the republic’s of THE ETHIOPIAN WORLD FEDERATION, INCORPORATED, with a Economic Treaty and the Right to Travel, but not limited to these rights.
I. Sovereign Decree of His Imperial Majesty
On June 15, 1935, His Imperial Majesty Emperor Haile Selassie I of the Empire of Ethiopia declared His divine and sovereign jurisdiction not only over the territorial land of the Empire of Ethiopia but over all the African peoples of the world, including those captured, displaced, and colonized throughout the Western Hemisphere. His Majesty proclaimed:
“I am the Emperor of all Africa and King of all Negroes in the world, including those in the United States.
They are my people. I am their last hope of freedom.”
This decree is a divine, legal, and political counterclaim to the Papal Bulls (including Romanus Pontifex and Inter Caetera) and their use under the Doctrine of Discovery that gave false ecclesiastical authority to European crowns to enslave, conquer, and dispossess Indigenous and African peoples. The issuance of the August 25, 1937 Charter by the Ethiopian Crown formally established the Ethiopian World Federation, Inc. as a diaspora governmental authority, granting juridical status, international standing, and national identity to displaced Africans worldwide.

His Imperial Majesty Emperor Haile Selassie I did not leave the delegation of authority to establishment governance of a diaspora international government to any colonial power nor to the authorities acting under the false ecclesiastical and imperial jurisdiction granted through the Papal Bulls or the Doctrine of Discovery. Rather, by Imperial Decree, His Majesty chartered the Ethiopian World Federation, Incorporated, as an international legal body representing the sovereign identity, repatriation rights, and political continuity of the displaced African Diaspora.
This decree was not symbolic. It granted real legal standing, including the right to land and nationhood, as affirmed in the establishment of the Shashamane Land Grant, a sovereign territory within the Empire of Ethiopia for the descendants of Africans(We the Black Peoples of the World) forcibly displaced through slavery and colonialism.
To deny this organization, its Charter, or its authority is to deny the historical and juridical reality of the African Diaspora’s right to self-determination—and to deny the legacy of His Majesty Himself. It is to undermine the very foundation upon which modern African unity stands, for the African Union finds its roots in the Organization of African Unity (OAU)—an institution inspired, founded, and championed by His Imperial Majesty.
Let history be the witness:
The League of Nations, despite ruling in Ethiopia’s favor and voting for economic sanctions against Italy during the Second Italo-Ethiopian War, failed to enforce its decision. Italy disregarded the ruling, withdrew from the League, and proceeded to occupy Abyssinia. This failure of international enforcement discredited the League of Nations, and it was from this failure that the United Nations was born, with His Majesty playing a leading role in advocating for human rights, international morality, and sovereign equality.
Furthermore, His Majesty secured formal diplomatic relations with the United States through the Treaty of Amity and Economic Relations, which was duly ratified by a two-thirds vote of the U.S. Senate. This makes it a self-executing treaty, carrying the full weight of federal law under Article VI of the U.S. Constitution, which declares that such treaties are the Supreme Law of the Land.
The emancipation and restoration of African descendants from the war crimes of the Papal Bulls and colonial domination was not an abstract promise—it was and remains a lawful directive of the Ethiopian Crown. As declared in our own Declaration of Liberation, we reaffirm our legal and moral position: the Ethiopian World Federation, Inc. is the sovereign diplomatic body through which the rights of African(We the Black Peoples of the World) peoples in the Diaspora are lawfully represented.
To ignore or obstruct this body is to sustain the continuity of slavery, colonialism, and denial of Indigenous nationality. We, therefore, demand full recognition, reciprocity, and respect for the diplomatic, juridical, and sovereign authority of the Ethiopian World Federation, Incorporated—as an autonomous government of the people, by the people, and under the lawful decree of the Ethiopian Empire.

Duly Notice as in all international standings of Law is given. Foreign National standing is held in Public Law 94-583, October 21, 1976, Stat. 2891 (codified in Title 28USC§1602 and Public Law 79-291. Providing a standard for authorized acceptance of NOTICE. This notice is given to inform of the official functions and lobbying. As the interest of this Nation is being protected and administered through official international organization/22USC288 TEWF INC (THE ETHIOPIAN WORLD FEDERATION, INCORPORATED. /NGO). In the United States, ratified human rights treaties and customary international law are both law of the land. ... Such treaties, therefore, are not self-executing, even though they are ratified and are part of the law of the land according to the Supremacy Clause.
This notice stands as notice of “Extraterritoriality''/capitulations under the Treaty of Marrakash, Treaty of Watertown, and the United Nations Declaration of Human Rights. Invoking of Executive Order 13107, Implementation of Human Rights Treaties issued by Bill Clinton on December 10, 1998. Therefore let this also stand as notice of the African Union official designation of the Diaspora’s Sixth Region, which we assert with The Maroon Treaty of 1739 and the United Nations acceptance of the political autonomy and economic freedoms of former slaves.
Therefore as all civilized Nations hold the era of Slavery has passed, and Africans of whatever Nation are now set free from colonial servitude and slavery, the right to self-govern is thus an inalienable right of Nationality only to be declared. As all Nations held to be civilized, accept the principles of International law and the End of Slavery as declared by all civilized Nations, which provides for the Official Operation to give notice to all governments of Nationality and the Declaration of Independence of the African/Indigenous people of the Diaspora.
As held in our Constitution and Preamble WE THE BLACK PEOPLES OF THE WORLD. Thereby establishing the jurisdiction of the Diaspora under THE ETHIOPIAN WORLD FEDERATION INCORPORATED.
THE ETHIOPIAN WORLD FEDERATION INCORPORATED is a corporate body created by the Ethiopian Head of State His Imperial Majesty Haile Selassie I, which thereby places it under the Ethiopian Treaty as follows:
